It seems all governments have been defined by this word.

prevaricate (pre·var·i·cate): / pri VAR i kayt /

(1) to speak misleadingly; to intentionally avoid telling the truth via ambiguity, misstatement, or falsehood; to lie or deviate from the truth

[From Latin praevaricari meaning “to straddle or to walk crookedly,” from Latin varus meaning “bowlegged or knock-kneed.”]
