That’s Loki‘s motto. When he wants attention, he’s going to get attention. Period. Either you give it to him willingly or he takes it from you. While he’d prefer the former, he has no qualms with the latter.
It’s essentially the Andre Linoge syndrome from Stephen King’s Storm of the Century: “Give me what I want and I’ll go away. […] I assure you I can punish.”

Head works from side to side as though disconnected. Jason dutifully refills bowl with a bit of cereal and milk to avoid injury. Cat appears sated for now.

I promise he wasn’t being punished. He just climbed in there and tried to look as pitiful as possible, complete with a few pathetic meows as though no one could possibly understand his suffering while he himself could not understand what crime he had committed. Of course, all it took was me calling his name for him to leap out in uncontrolled excitement full of purring. Silly boy.
